Interviewing and negotiation are an important part of the goal setting and  appraisal process.

Interviewing and negotiating is an essential part for both the goal setting and performance appraisal process, as both of these require the interaction between managers and subordinates to discuss targets and to review their progress.  Its both the interviewing and negotiation that provide the basis for feedback and future planning of goals that want to be achieved by the employees.  Interviewing between managers and subordinates provides a source of idea discussion, counseling, problem solving or disciplinary action.

Both interviewing and negotiation require the manager and subordinate to provide their point of view in order to obtain a fair and accurate analysis of the situation, as the employee wants to obtain evaluation on their performance or raise an issue about the process with their manager, whereas the manager may want to discuss a new idea or areas of concern.  Managers need to conduct regular (Monthly) interviews with their subordinates to ensure they remain clear on what they are doing and to prevent problems occurring like a bad workplace habit or the assumption that everything is fine because I haven't been told otherwise which can lead to a continuing bad practice.

During a workplace interview the manager must allow the employee to do most of the talking by asking open ended questions which makes the employee answer with more than a yes/no answer in order to gain as much information and opinions from the employee on the relevant topic which may include performance targets or reasons for not performing up to standard.  The more talking performed by the manager, the less effective the interview will become as a rule generally the manager should keep to about 10% of the words spoken during the interview including probing questions about points made by the employee.  Both the employer and employee need to make sure they listen to what is said as this will allow the employee to feel confident that the employer cares about what they are saying.

Negotiation is similar to interviewing however negotiation involves both employer and employee having equal input and trying to reach a final outcome that both satisfies the needs of the employee, yet incorporates the overall needs and wants of the company.  Negotiation is common in the goal setting process where the personal goals of the individual are taken into account when deciding upon their workplace goals.   

Negotiation is a delicate process where the needs of two people are accommodated to reach a final outcome.
